Phase-III version of the Kiev class Heavy Frigate which uses a modernized saucer section, Mark-V "Blooming Phasers", Mark-V torpedo launchers, and LN-70 warp nacelles.
The Porter class is named after the 1930s US destroyer.
This class is classified as a "Heavy Destroyer" due to its use of the "rapid-fire" Mark-V photon torpedo launcher that can fire multiple photons at once allowing a smaller number of launchers to be mounted on the vessel.
The Porter was built as part of Starfleet's general upgrade/retrofit program for vessels built prior to 2250 due to the expansion of Federation space and the growing threat posed by the Klingon and Romulan Empires.
